بر طبق فتوای ایوان خدابخش، مدیرعامل شرکت ملی پخش فراورده‌های نفتی، این اقدام به همت مجلس شورای اسلامی و دولت انجام شده است. به اعتقاد او، بر اساس تبصره ۳ قانون بودجه سال ۱۴۰۴، مجلس شورای اسلامی، دولت و وزارت نفت را مکلف کرده‌اند که نرخ سوخت ناوگان حمل و نقل هوایی حداقل به میزان ۳۰ درصد خرید از پالایشگاه‌ها افزایش دهند. با این دستگیره‌ها، این قانون در اول فروردین ماه امسال اجرایی شده است.

این افزایش نرخ سوخت هواپیما به تبصره ۳ قانون بودجه سال ۱۴۰۴ بر می‌گردد. طبق این تبصره، مجلس شورای اسلامی، دولت و وزارت نفت را مکلف کرده‌اند که نرخ سوخت ناوگان حمل و نقل هوایی حداقل به میزان ۳۰ درصد خرید از پالایشگاه‌ها افزایش دهند. این قانون از ابتدای فروردین ماه امسال اجرایی شده است.
